Karnal β land purchase legal rules
β Haryana is fully open β any Indian citizen can buy agricultural, residential or commercial land here with no domicile or occupation restriction. The real compliance work is Change of Land Use (CLU), not buyer eligibility.
Who can buy agricultural land? Any Indian citizen, resident or non-resident of Haryana. There is no non-agriculturist bar of the kind Himachal Pradesh or Maharashtra apply.
Ceiling limits: under the Haryana Ceiling on Land Holdings Act, 1972, a family may retain up to ~7.25 hectares (~18 acres) of first-class irrigated land, or a larger area for lower-quality land. Non-agricultural (urban/industrial) land has carried no ceiling since a 2011 amendment.
Change of Land Use (CLU) β the real gatekeeper: in DTCP-notified "controlled areas" around Gurugram, Faridabad, Sohna, Palwal and other NCR-adjacent belts, agricultural land must be CLU-cleared by the Directorate of Town & Country Planning before any residential, commercial or farmhouse use. Ask for the parcel's CLU status directly β a plot marketed as "farmhouse-ready" without CLU is not legally usable for that purpose yet.
Punjab Land Preservation Act, 1900 β still active in parts of Haryana: this century-old soil-erosion law restricts land-clearing and cultivation in notified areas of ten Haryana districts, including Gurgaon, Faridabad and Palwal. Land inside a notified PLPA area may face restrictions on clearing or construction regardless of ownership β confirm this status for any parcel in these districts.
NRI & OCI buyers: FEMA 1999 prohibits NRIs and OCIs from purchasing agricultural land, plantation property or farmhouse land anywhere in India, Haryana included. NRIs may purchase CLU-cleared residential or commercial property.
- Open to all buyers
- Ceiling: ~18 acres irrigated
- CLU via DTCP

Karnal β district-specific notes
The full Haryana legal framework above (inherited from the state record) applies to Karnal in full β no eligibility bar, CLU required for non-agricultural use.
β Unlike the Sohna/Gurugram belt, most Karnal land is genuinely under active cultivation, not held for land-banking. Any purchase intended for non-farm use (farmhouse, resort, commercial) still requires CLU clearance from DTCP regardless of the district's more agricultural character β confirm CLU status directly rather than assuming rural land is automatically buildable.
- CLU still required

District overview
Karnal β Haryana's genuine agricultural heartland
Karnal sits apart from the rest of this platform's Haryana coverage in one important way: this is genuine, diversified working farmland, not a farmhouse land-banking corridor. Six active APMC mandis β Karnal, Gharaunda, Indri, Kunjpura, Nissing, Tarori β trade a real spread of commodities: basmati paddy, maize, mango, guava, plum and pomegranate, reflecting the district's long-standing reputation as a serious agricultural research and production hub.
Real listing data shows land trading at βΉ1.6β2.7 crore per acre β a meaningfully different price tier from the Sohna/Gurugram farmhouse belt, and one that reflects agricultural productivity value as much as location.
For a buyer, Karnal represents a genuinely different thesis from the rest of this platform's Haryana coverage: real commodity income potential on land that's actually farmed, rather than a pure appreciation or lifestyle play.

Why investors look at Karnal
Two reasons this desk includes Karnal as a genuinely different thesis.
Real, diversified commodity income
Six active mandis trading rice, fruit and grain β a genuine income thesis, not just an appreciation bet.
A different risk profile from the farmhouse belt

Confirm CLU status directly for any non-agricultural use β this is not certified by Farmland India's review.
