District overview

Bikaner — a canal-fed desert district with solar parks and a border

Bikaner is a north-western Rajasthan district of 30,248 sq km and 23.7 lakh people (2011), the second-largest in the state in the MSME profile (MSME profile, c. 2012). It has eight tehsils and one independent sub-tehsil. The 2013 groundwater booklet puts the Indira Gandhi canal command at 5.91 lakh ha, of which Stage I covers 1.79 lakh ha and Stage II 4.12 lakh ha (CGWB, 2013).

We publish no per-acre price band for Bikaner. Listing-site asking prices could not be traced to registered deals, and no village-wise DLC list for the district was opened. Statewide, DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi).

Two things set Bikaner apart. Solar: a 2,450 MW park with 5,000 MWh of storage on 4,353 hectares in Pugal tehsil was launched for tender in November 2025 (Energetica India, November 2025), and three more parks were allotted land in June 2024 (Energetica India, June 2024). Water: 2,86,687 ha of net irrigated area comes from canals and 3,79,045 ha from tube-wells (Agricultural Statistics 2023-24), with three of five assessed blocks over-exploited in the booklet.

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018). The rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted for Bikaner. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi), and in December 2024 irrigated agricultural land in rural areas rose by up to 50% with agricultural registration moving to hectares (Patrika, December 2024). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). The current schedule and the village DLC rate should be taken from the Sub-Registrar.

What is moving prices in Bikaner

There is no sourced price series for Bikaner. The cards below show what is reported about solar land, the DLC schedule, canal land and units.

Pugal and Chhattargarh: solar-park land

Government-leased, not open-market

The Pugal park (4,353 ha) is on government-leased land (Energetica India, November 2025). In June 2024 the Chief Minister approved 1,881 ha at Surasar (Pugal tehsil) for a 1,000 MW park, 2,000 ha at Surasar and Bhanavatwala for another 1,000 MW and 900 ha at Sardarpura (Chhattargarh tehsil) for 450 MW (Energetica India, June 2024). The reports give no sale or lease rate per hectare.

Check: whether a khasra lies inside or beside an allotted park, and who holds title.

DLC schedule

5% to 49% in listed areas from 3 Aug 2026

Patrika reported that DLC rates rose about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; the report is in Hindi). We did not open a Bikaner list, so we cannot say which villages were revised.

Check: the village's DLC rate at the Sub-Registrar, dated to the registration month.

Canal-command land

Colonisation Act consent applies where notified

Where land was allotted in a notified colony, transfer needs the State Government's written consent and a breach is void (Colonisation Act, 1954). The text we read does not say which chaks are notified.

Check: the allotment order and the Collector's confirmation that the land is freely transferable.

Asking prices

No sourced price series

Listing-site asking prices for Bikaner could not be traced to registered sales, so none is shown.

Check: registered sale deeds in the same revenue estate before negotiating.

Units: acres, hectares and local measures

Agricultural registration in Rajasthan moved to hectares in December 2024 (Patrika, December 2024). Local measures still differ between tehsils and canal chaks, and we did not source a conversion table, so convert every quoted area against the jamabandi before comparing offers.

Agriculture & terrain

Soil, crops & water in Bikaner

A canal- and tube-well-irrigated desert district on sandy soils, where rainfall is thin and three of five assessed blocks were over-exploited in the booklet.

🌾 Crops (cropped-area shares, 2023-24)

Rapeseed and mustard take 13.93% of cropped area, wheat 5.73%, bajra 4.87%, gram 4.76% and barley 0.45%; net sown area is 16,64,841 ha and gross cropped area 22,61,046 ha (Agricultural Statistics of Rajasthan 2023-24). The 2013 booklet lists other pulses, bajra, gram, groundnut and wheat as the largest crop areas in 2010-11 (CGWB, 2013). Guar and moth bean areas by district were not available.

💧 Water & rainfall

Net irrigated area in 2023-24 was 6,65,861 ha: canals 2,86,687 ha and tube-wells 3,79,045 ha (Agricultural Statistics 2023-24). The booklet gives a normal rainfall of 257.8 mm (1901-71) and, as on 31 March 2009, a district stage of groundwater development of 132.48%, with Bikaner (167.13%), Nokha (181.08%) and Dungargarh (121.70%) over-exploited and Kolayat (66.11%) and Lunkaransar (41.06%) safe (CGWB, 2013). IMD recorded 383.9 mm against a 247 mm normal in the 2025 monsoon, 55% above (IMD, 2025). The CGWB 2024 state report lists Bikaner among districts with sporadic readings above the limits for salinity, fluoride, nitrate and uranium (CGWB, 2024). The block figures are 17 years old, so ask for the current category and check the borewell yield.

📐 Measurement units

Registered area is in hectares since December 2024 (Patrika, December 2024). Local measures differ between tehsils and canal chaks, so match every offer to the jamabandi area. We did not open Agmarknet, so no mandi price is quoted.

District report — Bikaner

Farmland India view

Why investors look at Bikaner

Five reasoned points, with an honest note that price evidence is thin and most rail and solar items are not yet built.

Large-scale solar land demand

Several parks with a combined 5,200 MW are reported in the district (PTI via The Week, September 2025). The land is government-leased, but the activity draws roads, labour and services to Pugal and Chhattargarh.

Canal-irrigated farmland

Canals irrigate 2,86,687 ha net, against only 7,703 ha in Bhilwara (Agricultural Statistics 2023-24). Assured water is the main difference between a Bikaner farm and a rain-fed desert parcel.

Rail projects in the pipeline

A Vande Bharat sanction, an 11 km doubling, a 170 km doubling awaiting NITI Aayog and a 320 km DPR are all reported, none with a start date (Patrika, April 2026).

Minerals

Lignite and gypsum are documented in the district (Indian Bureau of Mines, 2023), which supports industrial activity while adding lease checks.

A market that rewards paperwork

Colonisation Act consent, Section 42, conversion and groundwater all turn on the individual parcel, so the buyers who do well read the allotment order and the water record first.

Confirm khatedar class, colony status, conversion and groundwater directly; these are not certified by Farmland India's review.

STRAIGHT TALK

Risks & challenges in Bikaner

Read these before shortlisting in Bikaner specifically.

Colony land and consent

Land allotted in a notified canal colony cannot be sold without the State Government's written consent, and a transfer in breach is void (Colonisation Act, 1954). Ask for the allotment order and the Collector's written position.

Over-exploited groundwater

In the booklet, three of five assessed blocks were over-exploited as on 31 March 2009 (CGWB, 2013). Khajuwala is saline. The data are old; check the current category and borewell record.

Border-district scrutiny

Bikaner is among the districts where foreign nationals' stay is regulated and where income-tax officers were reported to be monitoring registrations in July 2026 (ETV Bharat, June 2026; Free Press Journal, July 2026). Keep payment and title records clean.

Solar-park and lease land

Land inside notified solar parks is government-leased (Energetica India, November 2025), and lignite and gypsum areas carry mining leases. Check that a khasra is free of both.

Section 42 and ceiling exposure

A sale of khatedari land by an SC or ST member to someone outside the community is void under Section 42 (Tenancy Act), and holdings above the ceiling cannot be acquired (Ceiling Act).

Announced is not delivered

The Vande Bharat has no launch date, the Merta Road line awaits NITI Aayog and the Bathinda–Lalgarh DPR awaits the Railway Board (Patrika, April 2026; Patrika, March 2026). Price a parcel on today's access.

No sourced price series

We use no listing-site prices for Bikaner, and DLC rates changed in April and August 2026 (Patrika, August 2026). A valuation agreed in spring may not match the schedule at registration.

Who to contact

Local revenue & registration offices

Conversion of rural agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government, depending on use and plot size (Rule 9, Revenue Department rules, 2019 compilation). Consent for transfer of colony land is given by the State Government or its authorised officer under Section 13 of the Colonisation Act (Colonisation Act, 1954). Sale-deed registration is handled by the Sub-Registrar office under the ePanjiyan system, which feeds eDharti land records for agricultural deeds (NeGD listing). The District Collector's office coordinates revenue matters for the district. The district portal, the Revenue Department portal and ePanjiyan were not opened for this page, so office locations and tehsil jurisdiction should be taken from the department directly.

01 of 04

Can an outsider buy agricultural land in Bikaner?

On the texts we read, yes: the Ceiling Act and the part of the Tenancy Act we read contain no clause limiting purchase to farmers. Section 42 voids a sale by a Scheduled Caste or Scheduled Tribe khatedar to a non-member, and the Ceiling Act caps a family's holding. Canal-colony land needs State Government consent to transfer under Section 13 of the Colonisation Act, 1954. NRIs and OCIs cannot buy agricultural land under the RBI Master Direction.
