⚠ Uttarakhand is India's most restricted state for outside land buyers. The Bhu Kanoon Act, 2025 (amending the UP Zamindari Abolition & Land Reforms Act, 1950) severely limits outsider land purchase. Eligibility varies by district and land type — read every rule below before browsing listings.
Who can buy agricultural land? Only residents of Uttarakhand classified as agriculturists can freely buy agricultural and horticultural land. Non-residents are barred from purchasing agricultural land in 11 of 13 districts without state government permission, which is rarely granted.
Haridwar & Udham Singh Nagar — a discretionary path, not an exemption: non-domiciled buyers can apply for agricultural-land approval in these two districts only. This is a case-by-case State Revenue Ministry review requiring proof of genuine farming or agro-business purpose — it takes 3–9 months and is frequently refused for purchases seen as speculative. It is not an automatic entitlement, and it does not exist in any other district.
Non-agricultural / residential land: non-residents may buy up to 250 sq metres of residential land in non-municipal areas for constructing a house. Larger plots require state government approval.
Section 143 — land use conversion: agricultural land must be converted with Section 143 permission from the SDM/DM before it is used for residential or commercial purposes. Ask for the parcel's Section 143 status directly — do not assume a listing is conversion-ready.
NRI & OCI buyers: FEMA 1999 prohibits NRIs and OCIs from purchasing agricultural land, plantation property and farmhouse land anywhere in India, Uttarakhand included. NRIs may purchase a converted residential plot within the 250 sq m ceiling.
