Dakhil Kharij Bihar: How to Apply and Check Mutation Status Online (2026 Guide)

Apply for land mutation on Bihar Bhumi, track the case to the correction slip, and know the documents, time limits, appeal route and Parimarjan Plus fixes that decide whether your name reaches the jamabandi.

Farmland India Reviewed · Updated November 2026 · Official sources linked below

Dakhil kharij (दाखिल-खारिज) is Bihar's mutation process: the circle officer removes the old holder from the jamabandi (Register II) and enters the new one, and the whole application is made online on biharbhumi.bihar.gov.in. Bihar Bhumi's own FAQ says mutation is free of charge, must be applied for within 90 days of acquiring the right, and should be decided within 35 working days without objection or 75 working days with objection. For a buyer, mutation is what makes the state recognise you as the rent-paying holder, which you need for rent receipts, an LPC and any later sale.

Documents by type of transfer

Bihar Bhumi's mutation FAQ lists the main evidence for each way of acquiring land:

  • Sale or gift: the registered deed (केवाला).
  • Partition: a court order, a registered or mutual partition document, or a panchayat partition with written consent of all sharers.
  • Inheritance: death certificate and family tree (वंशावली, vanshavali). For a will, the probate order.
  • Court decree: the order or decree, including orders under the Bihar Land Disputes Resolution Act, 2009.
  • Government settlement, Bhoodan or homestead land: the parcha issued for the allotment.
  • Land acquisition: the declaration and award.

If you bought directly from the raiyat named on the jamabandi, the FAQ says no extra document is needed. If you bought from someone else, such as an heir or one of several sharers, you also need the family tree, proof of the seller's relationship to the jamabandi raiyat, and written consent of the other sharers. Each uploaded file can be up to 2 MB, according to the department's older application guide.

Step by step: apply online

The FAQ advises applying from the applicant's own login. The flow it describes is:

  1. On biharbhumi.bihar.gov.in, choose the online mutation option. Log in with your mobile number, or register first.
  2. Select your district and anchal (circle), then choose to make a new mutation application (नया दाखिल-खारिज आवेदन करें).
  3. Fill each section in turn: applicant, khata-khesra, buyer, seller and evidence. Use "Save & Next" to move on.
  4. In land details, give halka, mauza, khata, khesra, area (रकबा) and boundaries (चौहद्दी). Land in a different mauza needs a separate application.
  5. Upload the deed and supporting documents.
  6. Confirm with the OTP sent to the buyer's mobile, check the preview and click "Final Submit".
  7. Save the acknowledgement with your token number.

The seller's jamabandi must already be online with the khata, khesra and area entered, or the application cannot be matched. Bihar Bhumi also carries a form for mutation along with registration (निबन्धन के साथ दाखिल ख़ारिज का प्रपत्र).

Joint area (milijumla) is a stopper

The FAQ says mutation of joint, undivided area (मिलजुमले रकबा) is not possible, and registration of such deeds is currently barred. Get the share measured through E-Mapi and recorded khesra by khesra before you buy.

How to check dakhil kharij status

There are three status screens linked from Bihar Bhumi:

  • Mutation application status (दाखिल ख़ारिज आवेदन स्थिति देखें): on emutation.bihar.gov.in. Select district and anchal, then search by case number with the financial year, by deed number with the registration year, by mauza, or by plot number, and enter the security code.
  • Mutation error check (दाखिल ख़ारिज त्रुटि जांच): track a token number before a case number is given. The FAQ calls this the "Mutation Defect Check Status".
  • Returned by the circle officer: a separate list of applications sent back for defects. Fix and resubmit from your login under "Application Scrutiny Status".

Searching by deed number is useful right after registration, when you have the deed but not yet a case number.

What happens to your case

The FAQ sets out seven stages:

  1. Scrutiny by the circle officer or revenue staff. If correct, a mutation case number (वाद संख्या) is given; if not, it is returned with reasons.
  2. Physical check of each khesra by the revenue karmachari, with a report.
  3. Inquiry and remarks by the revenue officer.
  4. General and special notice, with a 14-day notice period.
  5. Hearing and order where objections are filed.
  6. Order where no objection is filed.
  7. On approval, a correction slip (शुद्धि पत्र, shuddhi patra) is issued and the area moves from the old raiyat to the new one in the jamabandi.

Hearing dates are sent by SMS and also served as a physical notice. After disposal, a certified copy of the case record can be obtained from bhuabhilekh.bihar.gov.in. Once your name is in the jamabandi, see our Bihar Bhumi jamabandi guide to view it.

Objections, SMS alerts and appeals

Anyone with an interest can object online through "दाखिल-खारिज वाद पर आपत्ति दर्ज करें", searching the case and uploading documents. The FAQ gives the example of a brother selling joint family land without partition: the other sharer can object, and if the objection is upheld, the transfer will not be recorded.

There is no way to lock a jamabandi against mutation. Instead, a raiyat can sign up for the SMS alert service on a jamabandi or khesra and receive a message before any change, at least 15 days before disposal, so they can object in time.

A party unhappy with the circle officer's order can appeal to the DCLR (भूमि सुधार उप समाहर्ता) within 30 days, with a delay condonation petition if late. A revision then lies before the Collector or Additional Collector, and after that the Bihar Land Tribunal or a civil court. Confirm the route for your case with a local advocate.

Fixing the seller's jamabandi first: Parimarjan Plus

Many mutation applications fail because the seller's online jamabandi is missing, incomplete or wrong. Parimarjan Plus (परिमार्जन प्लस) is the department's portal for correcting the digitised register, and the circle officer decides each correction after inquiry. Its FAQ covers:

  • errors in old online jamabandis in the raiyat's name, father's name, caste or address;
  • wrong or missing khata, khesra, boundary or area entries, and land rent entries;
  • name errors in jamabandis created after online mutation;
  • jamabandis that were never put online.

Where one mauza's jamabandi is recorded under another mauza, the application is made offline before the circle officer. We could not confirm a time limit or fee for Parimarjan Plus corrections. Our general guide on correcting errors in online land records has more.

What to check before you rely on it

  • Buy from the jamabandi raiyat: the FAQ itself advises buying only from the person on the online jamabandi and checking it before purchase.
  • All sharers on board: if heirs or co-sharers are selling, get every sharer's written consent.
  • No joint area: khesra-wise area should be recorded before the deed.
  • Pending cases: search the plot number on the mutation status page for any open case.
  • Apply within 90 days: late applications need a delay condonation petition.
  • Keep the trail: save the token, case number, notice and shuddhi patra. Our mutation guide explains why this trail matters at resale.

Farmland India ("the Platform"), operated by Bulk Procure Private Limited, is a digital marketplace for listing agricultural land, farmhouse and plotted development projects. The Platform is not a real estate broker, agent or intermediary under RERA or any other applicable law, and does not act for either party to a transaction.

Listings are submitted by developers, owners and their authorised representatives. Before publication, the Platform carries out a documentary review of the material supplied and records what was sighted. That review is limited to the documents made available to us at that time. It is not a title investigation, not a legal opinion, and not a warranty of title, approvals, or the accuracy of any information supplied by a lister. The Trust Score is an internal assessment produced from that review and is intended as a research aid, not as a guarantee of outcome.

Every buyer must carry out independent due diligence before any transaction — including verification of land records, encumbrance searches, approvals and regulatory compliance — through their own advocate and chartered accountant.
