District overview

Hoshiarpur — the Doaba and the Shivalik foothills, where forest law decides what you can do with the land

Hoshiarpur is a district of 3,386 sq km and 15,86,625 people at the 2011 Census, 78.9% of them rural, with 1,419 villages and four tehsils, in the Bist Doab region of north-east Punjab. Kangra and Una districts of Himachal Pradesh lie to the north-east, Gurdaspur to the north-west and Jalandhar and Kapurthala to the south-west (Hoshiarpur district portal). If you search for agricultural land in Hoshiarpur, you are really looking at two markets in one district: the irrigated Doaba plain around Dasuya, Mukerian, Tanda and Garhshankar, and the Shivalik foothill or kandi strip along the Una and Chandigarh roads.

The foothill strip is where the district differs from Jalandhar and Kapurthala. The Central Ground Water Board describes piedmont Kandi and Sirowal deposits of boulders, gravel, sand and clay along the Siwalik hills (CGWB aquifer report, 2018). The Forest Department's 2022 survey of land under the Punjab Land Preservation Act listed 41,067 ha under Hoshiarpur, the largest figure in its list. A farmland listing on the Una Road can therefore carry forest-law restrictions that a listing never shows, and the first job for a buyer there is to read the village's PLPA status, not the price.

We found no sourced per-acre price series for Hoshiarpur. Listing-site asking prices could not be traced to registered deals, so we publish none. Hoshiarpur was not among the 12 districts where The Tribune reported collector-rate rises of 5% to 50% by August 2025 (The Tribune, 13 Aug 2025), and the district portal's collector-rate pages for 2023-24 to 2025-26 were not opened. The nearest dated benchmark is a registered deed in the same village from the Sub-Registrar.

In August and September 2025 the Beas and the seasonal choes flooded parts of the district: a PTI report of 2 September 2025 put 111 villages as flood-affected, with Mukerian, Tanda, Garhshankar, Dasuya and Hoshiarpur subdivisions named, and about 5,971 hectares of farmland damaged (PTI via The Week). The Phagwara–Hoshiarpur four-lane road was launched in May 2025 with a two-year target (The Tribune, 24 May 2025) and the Una road is to be rebuilt (The Tribune, 6 Mar 2025); neither is confirmed delivered.

The Comptroller and Auditor General's report on Punjab's revenue sector records stamp duty on a sale deed at 5% of the higher of the deed value and the collector rate, a 1% social infrastructure cess and a 1% registration fee capped at ₹2 lakh, as in force in 2017-18 (CAG report, 2019). Press reports of 2018 and 2020 put the rate at 6% for men and 4% for women, with a 2% rebate for a woman buyer that is reclaimed if the land passes to a male relative within a year (The Statesman, June 2018). We opened no official current schedule and found no report of a change in 2025 or 2026, so confirm the rate with the Sub-Registrar before budgeting.

Collector rates were raised in Patiala by up to 100% in 2024 (The Tribune, August 2024) and by 5% to 50% in 12 districts by August 2025, a list that does not include Hoshiarpur; a further statewide rise was put on hold (The Tribune, August 2025). The Hoshiarpur district portal carries collector-rate pages by year, but we could not open them, and the village-wise rate is not stated here. Look up the village rate and ask the Sub-Registrar for the current figure, particularly for kandi villages where rates and market asks can differ sharply.

Know the belt

What is moving prices in Hoshiarpur

Hoshiarpur has two sub-markets, the plain and the kandi strip. We found no sourced price series for either, so the cards say what a buyer should collect.

Dasuya Road and Hariana belt

No sourced price

We found no dated per-acre price from an official or news source for the Dasuya Road, Hariana or Tanda belt, and we do not use listing-site asking prices. In the 2025 floods, 21 villages in Dasuya subdivision and 25 in Tanda were reported affected (PTI via The Week).

Check: the khasra and fard, whether the land is irrigated or Beas-side low land that flooded in 2025, and road access.

Bhunga and Garhshankar

No sourced price

No dated per-acre price was found for Bhunga or Garhshankar. Garhshankar subdivision had 24 flood-affected villages in 2025 (PTI via The Week), and CGWB put the Garhshankar block at 114% extraction on 2013 data.

Check: choe and drain lines on the map, the PLPA village list, and the current CGWB block status.

Una Road and the kandi side

No sourced price

No dated per-acre price was found for the Una Road or Chandigarh Road side. NHAI's project director said in March 2025 that the 27 km from Bajwara to the Himachal border would be rebuilt to 10 m; we found no progress report. This is the side of the district where PLPA and delisting questions are most likely to apply.

Check: PLPA Section 4 or 5 status, delisting history, slope and flood-channel position, and whether the road frontage is legal access.

Collector rates

Not read for Hoshiarpur

The district portal has collector-rate pages by year, which we could not open. Hoshiarpur was not in The Tribune's August 2025 list of 12 districts with rises. Duty is paid on the higher of the deal value and the collector rate.

Check: the village rate at the Sub-Registrar before agreeing a price.

Units: acre, kanal, marla

Punjab sells farmland by the acre and smaller parcels by the kanal or marla: 8 kanal make 1 acre and 1 kanal is 20 marla. Convert every quote to acres before comparing two offers. We give no square-yard conversion because we found no official table.

For a buyer from Delhi or Chandigarh the practical question is the last leg: the Una Road and the Dasuya Road are the routes into the farmland, and neither is a finished four-lane. The Phagwara–Hoshiarpur road has a two-year target from May 2025 and we found no progress report. Read the Punjab agricultural land rules before paying an advance.

Soil, crops & water in Hoshiarpur

A Doaba plain with a foothill strip: groundwater stress in some blocks, a forest-law overlay on the kandi side and a Beas flood history.

🌾 The Doaba plain and its crops

Hoshiarpur lies in the Bist Doab. The CGWB aquifer report (2018) lists rice and wheat as the major crops, with sugarcane, potatoes and pulses, and proposes shifting paddy to maize or soybean in some blocks such as Tanda and Mukerian to save water (CGWB aquifer report). Village-level soil data is on the Soil Health Card portal of the Union agriculture ministry, which we did not open.

⛰️ Kandi, Shivalik and the sanctuary

CGWB describes piedmont Kandi and Sirowal deposits of boulders, gravel, sand and clay along the Siwalik foothills. The Punjab Wildlife Department lists the 382-hectare Takhni Rehmapur Wildlife Sanctuary in Hoshiarpur district, about 15 km from the city (Wildlife Department page); its page does not mention an eco-sensitive zone, so ask the Wildlife and Forest offices whether any buffer applies to a nearby khasra.

🌊 The Beas, the choes and the 2025 floods

A PTI report of 2 September 2025 said 111 villages in the district were flood-affected (Mukerian 31, Tanda 25, Garhshankar 24, Dasuya 21, Hoshiarpur 10), about 5,971 hectares of farmland were damaged, and Pong dam stood at 1,391.02 ft against a 1,390 ft danger mark (PTI via The Week). The Tribune of 26 August 2025 reported the swollen Beas flooding over 35 villages, with Tanda-area and Mukerian-subdivision villages named (The Tribune). A parcel on a river terrace or beside a choe needs a flood-history check.

💧 Groundwater and rainfall

The CGWB aquifer report for Hoshiarpur (2018, using 2013 assessment data) gives a district stage of extraction of 99%. By block it lists Tanda 168%, Hoshiarpur-I 120%, Garhshankar 114% and Dasuya 113% as over-exploited, Mukerian 90% as semi-critical and Bhunga, Hazipur, Hoshiarpur-II, Mahilpur and Talwara (63–70%) as safe, with declining water-level trends in every block and pre-monsoon depths of about 2.5 to 34 m in 2015 (CGWB). The data is old; the statewide 2024 assessment lists 115 of 153 units as over-exploited but gives no Hoshiarpur block categories (CGWB, December 2024). Rainfall is about 1,125 mm a year on the district portal, with roughly 75% falling from July to September (district portal). Check the current block category and borewell depth.

📐 Units and mandi prices

Punjab sells land by the acre, kanal and marla (8 kanal make 1 acre; 1 kanal is 20 marla). Wholesale mandi prices are published by the Union agriculture ministry's Agmarknet service, which we did not open. Crop income is modest next to the land values buyers discuss, so price a parcel on location, legal status and permitted use, not yield.

District report — Hoshiarpur

Farmland India view

Why investors look at Hoshiarpur

Five reasoned points, with honest notes that kandi land carries forest-law risk and that price evidence is thin.

A legally open market beside a closed one

We found no domicile or agriculturist bar in the Punjab Land Reforms Act text, while neighbouring Himachal Pradesh needs state permission to transfer land to a non-agriculturist (LiveLaw, Supreme Court, January 2023). That makes the Punjab side of the Una border the easier legal market, with a holding ceiling to respect.

Price evidence is thin

We publish no per-acre band for Hoshiarpur, so we cannot say it is cheaper than Jalandhar or Kapurthala. The Tribune's August 2025 report shows collector rates rising in both of those districts and Hoshiarpur not listed. Registered deeds will settle the question village by village.

A road corridor being rebuilt

The Phagwara–Hoshiarpur four-lane was launched in May 2025 and the Una road rebuild was announced in March 2025. Neither is confirmed finished; price today's roads, not tomorrow's.

Foothill scenery with forest-law strings

The kandi strip has the views, and also the PLPA, delisting and farmhouse-policy uncertainty. It suits buyers who will farm or hold, not those counting on building.

A clear checklist

PLPA status, jamabandi and mutation chain, ceiling, Shamlat Deh, flood history, groundwater block and the Himachal boundary make a short list. A buyer who completes it is well placed in a thinly priced market.

Confirm land class, title, flood and forest status directly; these are not certified by Farmland India’s review.

STRAIGHT TALK

Risks & challenges in Hoshiarpur

Read these before shortlisting in Hoshiarpur specifically.

PLPA and forest status

Orders under Sections 4 and 5 are village-wise and can restrict clearing, cultivation or building. The Forest Department's survey listed 41,067 ha under Hoshiarpur. Get written confirmation from the Divisional Forest Officer for the khasra.

Delisted is not cleared

The Union Environment Ministry's March 2015 position, as reported, treats delisted PLPA areas as forest under the 1980 Act. A High Court order of 22 July (reported September 2026) froze construction and transfers in 16 foothill villages near Chandigarh; Hoshiarpur was not named, but the logic is similar.

Unsettled farmhouse rules

The November 2025 low-impact housing policy was challenged and queried by the Supreme Court's committee; no final outcome found. Demolitions have happened elsewhere in the kandi belt.

Floods and choes

111 villages were flood-affected in 2025 and about 5,971 ha of farmland were damaged (PTI). Check a parcel against choe lines and the 2025 inundation map, not just the jamabandi.

Over-exploited groundwater blocks

Tanda, Hoshiarpur-I, Garhshankar and Dasuya were above 100% in the 2013 assessment CGWB reported in 2018. Ask about borewell depth and whether a new tubewell is permitted.

No sourced prices

We found no sourced per-acre price series for the district, so there is no comparable to test an ask against. Collect registered comparables from the Sub-Registrar.

Announced is not delivered

The Jalandhar–Hoshiarpur NH-3 scheme was reported as under termination in August 2025, one Tanda-side package was reported scrapped, and Phagwara–Hoshiarpur has no progress report. Price what exists today.

Power of attorney, Shamlat Deh and the border

A registered, current power of attorney that authorises sale is needed where the owner is abroad; village common land vests in the panchayat, so a private seller cannot give title; and parcels at the Una or Kangra boundary may sit under Himachal law.

Who to contact

Local revenue, planning & forest offices

Mutation and record matters go through the Patwari and the Tehsildar of the relevant tehsil (Hoshiarpur, Dasuya, Mukerian and Garhshankar on the district portal; a notification title seen in search results mentions a Hajipur sub-tehsil within Mukerian tehsil that we did not read). Shamlat Deh and land-class questions are raised with the Patwari and Tehsildar.

Fard and jamabandi copies come through the Punjab Land Records Society: its Hoshiarpur office is at Room 235, Second Floor, District Administrative Complex, Hoshiarpur 146001, with fard kendras at tehsil and sub-tehsil offices (district portal, land records page). That page links to a plain-HTTP IP address for fard search; we did not use it and suggest asking the Patwari or fard kendra for the current online route. Sale-deed registration is done by the Sub-Registrar, who also gives the collector rate.

For PLPA, forest and wildlife questions, write to the Divisional Forest Officer (Hoshiarpur and Dasuya forest divisions are the likely offices; confirm) and, near the Takhni Rehmapur sanctuary, the Wildlife office. For layout and building permission, ask the Town and Country Planning or PUDA office for the district whether the village falls under a master plan; we did not open the district portal's Town Planning page or PUDA's master-plan list.

Can an outsider buy agricultural land in Hoshiarpur?

Yes, on the text we read. The Punjab Land Reforms Act, 1972 sets a holding ceiling (7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land, 20.5 hectares of barani land) and we found no clause limiting who may buy; amendments after 1976 were not read. NRIs and OCIs cannot buy agricultural land under the RBI's FEMA Master Direction. Confirm both with a Punjab revenue lawyer.
