Land law is state law. These rules are maintained on the Punjab page and apply to every district within it.
Pathankot — land purchase legal rules
The Act text we read limits how much land a family may hold, not who may buy. The main check is land classification: village common land (Shamlat Deh) vests in the Gram Panchayat, and a private seller cannot pass title to it.
Who can buy agricultural land? Section 4 of the Punjab Land Reforms Act, 1972 (Act No. 10 of 1973) caps what a person or family may hold. We found no clause in the text we read that limits the buyer by domicile or occupation; the copy is a 2005 printout, so a Punjab revenue lawyer should confirm there is no later restriction.
Ceiling limits: under Section 4(2) the permissible area is 7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land and 20.5 hectares of barani land, with other classes capped at 21.8 hectares. A family of more than five gets one-fifth extra per additional member, for at most three members. Section 12 makes a transfer beyond the limit void (Act text, Punjab Land Records Society). A 2017 amending Bill took land bought for housing, industry, tourism and institutions outside the Act and asks the buyer to tell the Collector of the change of use within a year (Punjab Vidhan Sabha, Bill 33-PLA-2017).
Shamlat Deh — the parcel that cannot be sold: under the Punjab Village Common Lands (Regulation) Act, 1961 this land vests in the Gram Panchayat, which may dispose of it only for the benefit of villagers and, under the rules, with prior government approval; the Collector decides disputes over its status. A private seller therefore cannot give a buyer title to it. Match every khasra number against the seller's current Jamabandi before paying any advance; the state reported in Tribune, June 2025 that its Easy Jamabandi portal issues free digitally signed copies with a QR code.
NRI Power of Attorney: a power-of-attorney sale does not transfer title; in Suraj Lamp & Industries v State of Haryana (Supreme Court, 2011) the Court held that only a registered deed of conveyance does, though an attorney may sign that registered deed for the owner. If the seller is abroad, read the PoA for an express power to sell and for its registration.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house. That applies across India, Punjab included.

Pathankot — district-specific notes
The Punjab legal framework on the state page applies to Pathankot in full. The notes below are specific to this district and are not repeated from the state page. Law was read in October 2026 from Act texts, one Supreme Court ruling reported by SCC Online, a Parliament reply and press reports; where an official page did not open, the note says so.
⚠ Shivalik land: Pathankot sits in the Siwalik foothills, and the Punjab Land Preservation Act, 1900 (PLPA) lets a notification and special orders under sections 4 and 5 restrict clearing, cultivating, quarrying and tree-cutting in notified areas and specified villages. On 21 July 2022 the Supreme Court held in Narinder Singh v. Divesh Bhutani that land under a section 4 special order has the features of forest land under the Forest (Conservation) Act, 1980, so non-forest use needs prior central approval; a section 3 notification alone does not do that (SCC Online). The Forest Department's 2022 drone survey of PLPA areas covered 8,599 hectares in Pathankot, out of about 1.32 lakh hectares across six areas (The Tribune, October 2022). We found no village list. Before paying anything, ask the Divisional Forest Officer in writing whether the khasra number is under a section 4 or 5 order; if it is, a farmhouse, CLU or any non-farm use may be impossible.
⚠ Who may buy: any Indian citizen, subject to a ceiling. The Punjab Land Reforms Act, 1972 limits a holding under Section 4(2) to 7 hectares of land irrigated for two crops a year, 11 hectares of one-crop irrigated land and 20.5 hectares of barani land, with 21.8 hectares as the outer limit for other classes, adds one-fifth per member above five (for at most three members), and makes a transfer beyond the limit null and void under Section 12. The text has no domicile or agriculturist bar. A 2017 amendment Bill would keep land acquired for housing, industry and institutions outside the Act (Bill 33-PLA-2017, Punjab Vidhan Sabha); we did not read the final Act, so ask a Punjab revenue lawyer for the current limit before you sign.
⚠ Border and junction land: Pathankot is one of six border districts in the April 2026 Union Home Ministry letters that start a social impact survey for moving the border fence closer to the zero line (All India Radio, 13 Apr 2026). The Punjab border runs 553 km and farmers cross the fence only in hours set by the BSF; no acreage, timeline or compensation was stated. The district portal describes Pathankot as the meeting point of Punjab, Himachal Pradesh and Jammu and Kashmir, so confirm that the village and the Sub-Registrar are in Punjab before you rely on Punjab rules.
⚠ Defence stations: the Ministry of Defence's interim instructions of 18 May 2011 let a Station Commander object to construction within 100 metres of a defence establishment, and within 500 metres for buildings of more than four storeys, under the Works of Defence Act, 1903; objections go only to the state agency or municipality, never to a builder or buyer (Parliament reply citing the MoD letter). The Ministry said it was reviewing those instructions and we did not find the outcome. Pathankot Airport sits inside Pathankot Air Force Station (district portal), so ask the municipality or planning authority for the defence and airport position on any parcel near a station or runway.
⚠ Border land: we found no Punjab or central notification in the pages we opened that bars an Indian citizen from buying farmland in a border district or requires a purchase NOC. We did not research BSF or fence-zone rules for this page, so put the question to the Deputy Commissioner in writing instead of relying on a broker's answer.
⚠ Building a farmhouse or any non-agricultural use needs change of land use (CLU). A notification of 5 December 2025 amends Section 5 of the Punjab Apartment and Property Regulation Act, 1995 (PAPRA) so that a promoter must hold clear title to the entire project land before CLU is granted (Outlook Money, December 2025). We did not open a Punjab planning page for Pathankot, so the office that issues CLU here is unconfirmed. An application receipt is not permission: ask for the granted CLU order and the approved layout.
⚠ Unauthorised colonies: a 2024 amendment to PAPRA let plots up to 500 sq yd be registered in unauthorised colonies without a no-objection certificate (NOC) (The Tribune, October 2024). In March 2025 a High Court bench directed strict compliance with Section 20(3) (PTC News, March 2025), and the Tribune reported in May 2025 that registrations without an NOC had been stopped (The Tribune, May 2025). We did not read the order. Do not buy a plot in a layout that lacks authority approval, and ask for the NOC in writing.
⚠ Land pooling: Punjab notified a pooling policy on 4 June 2025, withdrew it in August 2025, re-issued it as optional in November 2025 and announced an enhanced package in April 2026 (The Tribune, June 2026). That explainer places the acquisition in the GMADA belt around Mohali and does not mention Pathankot, but ETV Bharat's list of the withdrawn policy's draft allocations gave Pathankot about 1,000 acres (ETV Bharat, August 2025). Ask the development authority whether a survey number was ever listed before paying a deposit.
⚠ Wildlife edge and NRIs: the Kathlaur-Kushlian Wildlife Sanctuary, about 767 hectares and notified on 28 June 2007, lies in the district (Punjab Wildlife Department); the page does not mention an eco-sensitive zone, so ask the Wildlife office about the boundary. NRIs and OCIs cannot buy agricultural land, plantation land or a farmhouse (RBI Master Direction, updated September 2022); they may inherit it. See the NRI land guide.
Read the Punjab state guide for buyer eligibility, stamp duty and NRI rules, and the state-wise land law guides for how the rules differ across our corridor states.

District overview
Pathankot — a Shivalik-foothill border district where forest-law status matters more than price
Pathankot is a small foothill district where Punjab meets Himachal Pradesh and Jammu and Kashmir. The district portal says it was declared a district on 27 July 2011 after being a tehsil of Gurdaspur, and covers 929 sq km. Its pages give 462 villages on the home page and 532 on the administrative page, and a population of 6,26,154 that its block table does not match, so confirm village details on the fard.
The decisive fact is legal, not commercial. Part of the district is Shivalik land covered by the Punjab Land Preservation Act, 1900, and since the Supreme Court's July 2022 ruling land under a section 4 order is treated as forest land under the 1980 Forest Act. The Forest Department's survey covered 8,599 hectares here. Next come the August 2025 floods: two gates of the Madhopur headworks on the Ravi gave way on the night of 26-27 August (The Tribune, September 2025), and a Sphere India situation report of 2 September counted 82 villages and 15,053 people affected in the district (situation report 2). Groundwater is the relative bright spot, with all four blocks in CGWB's safe category on 2013 data.
We publish no per-acre price for Pathankot. Listing-site asks span a six-fold range and could not be traced to registered sales. The reported benchmarks we have are movements, not prices: The Tribune named Pathankot among 12 districts with collector-rate rises of 5% to 50% by August 2025, and the withdrawn 2025 pooling policy's draft allocated about 1,000 acres here (ETV Bharat). The Delhi–Amritsar–Katra Expressway is planned toward Pathankot and Katra, but the 38.8 km Gurdaspur–Balsua package was still unawarded in NHAI's March 2026 list.

Deed value or collector rate
duty is charged on the larger figure
Duty is charged on the higher of the deal value and the collector (circle) rate (CAG report, 2019). The only recent rate figure we found is in The Tribune, 15 January 2026, which gives the usual stamp duty as 8% and a 1% registration fee in a report on a concession for buyers in cooperative societies, with the cesses exempted. That is not a rate for ordinary land purchases, and we opened no Punjab Revenue Department notification, so confirm the rate in force with the Sub-Registrar before budgeting. Pathankot is one of 12 districts where The Tribune reported on 13 August 2025 that collector rates had risen by 5% to 50%, with further hikes on hold; the article gives no Pathankot-specific percentage, so check the current village rate.

What is moving prices in Pathankot
No sourced price series for Pathankot. The cards below say what we found and what a buyer should collect.
Asking prices: not used
No sourced price
Listing-portal asks for Pathankot span a six-fold range, from large blocks to small parcels in Dhar Kalan, and some carry per-acre figures that look mis-keyed. We could not trace any of them to a registered sale, so we publish none.
Check: registered deeds nearby, the survey numbers and the Preservation Act status.
Pooling draft allocation
About 1,000 acres (reported)
ETV Bharat's list of the withdrawn 2025 pooling policy's draft allocations gave Pathankot about 1,000 acres, behind Ludhiana, Amritsar, Mohali and Patiala (ETV Bharat, August 2025). A draft allocation is not a price benchmark, and the policy was withdrawn in August 2025.
Check: whether the survey number was ever proposed for pooling, in writing from the development authority.
Forest-law discount is unpriced
PLPA / Forest Act status
If a parcel is under a PLPA section 4 order, its use is restricted and its resale value is likely lower, but we found no source that prices the difference.
Check: the forest department’s written position on the khasra number.
Collector rates to check
Aug 2025: Pathankot among 12 districts raised
The Tribune reported on 13 August 2025 that rates rose 5% to 50% in 12 districts including Pathankot and that further proposals were on hold. We did not find a published Pathankot village rate.
Check: the current village rate, because stamp duty follows the higher of the deal value and the Collector rate.
Units: acre, kanal, marla
Punjab farmland is sold by the acre (also called a killa); 8 kanal make 1 acre and 20 marla make 1 kanal. We give no square-yard conversion because we opened no official table. Convert every quote to acres before comparing two parcels, because the fard and jamabandi show kanal-marla.
Connectivity
How Pathankot connects — road, rail and air
Pathankot is Punjab’s gateway to Jammu and Himachal. Distances are the district portal’s own figures and are not route-checked.
By road
By air
By rail & metro
Pathankot is a road-first district whose value depends on access and on defence and forest rules near the Shivalik edge. Ask for the NHAI interchange and service-road plan before paying a premium for access. Full Punjab rules for buyers from outside the state: Punjab state guide and the state-wise land law guides.

A foothill district: Kandi and Siwalik terrain, safe-category groundwater on 2013 data and the Ravi flood edge.
🌾 Plains and Kandi
We found no district crop-area table for Pathankot, so we give no crop areas. CGWB describes the northern Kandi and Siwalik belt as boulders, cobbles and pebbles interbedded with clay, with finer Sirowal sediments of gravel, sand, silt and clay below, and notes that water levels in Dhar Kalan block changed little because of the hilly terrain (CGWB aquifer report, 2016). Test the soil on any parcel before paying for yield.

💧 Water
A NITI Aayog team praised the Pathankot administration in July 2022 for slowing the fall in groundwater levels, crediting direct-seeded paddy, and an agriculture officer put water at 5 to 17 metres below ground (The Tribune, 9 Jul 2022). The article's water-saving arithmetic does not match its own inputs, so treat the figures as indicative.

🌊 Ravi and the Madhopur headworks
The Ravi flooded parts of Pathankot and Gurdaspur in late August 2025. The Tribune reports that two gates of the Madhopur headworks gave way on the night of 26-27 August, with about 2.12 lakh cusecs reportedly released from Ranjit Sagar Dam, and that the state suspended three officers (The Tribune, September 2025). Sphere India's situation report of 2 September, compiled from media, Red Cross and social media, counted 82 villages and 15,053 people affected in Pathankot (situation report 2). Foothill streams can change course; ask for the village flood history and the distance to the nearest rivulet (cho).

💧 Groundwater
The CGWB aquifer report (assessment as on 31 March 2013, published 2016) puts the district at 64% extraction, with every block in the safe category: Narot Jaimal Singh 93%, Bamyal 82%, Pathankot 67% and Dhar Kalan 19%. Pre-monsoon water levels in 2015 were 1.91 to 9.54 metres below ground (CGWB, 2016). For the state, CGWB's December 2024 assessment gives 156.87% with 115 of 153 units over-exploited, does not break out Pathankot, and lists the district for nitrate and arsenic above permissible limits. Ask for the current block category.

Farmland India view
Why investors look at Pathankot
Four points that rest on location and rules, and one honest note: there is no sourced price to test them against.
A gateway location
Pathankot sits where Punjab meets Himachal Pradesh and Jammu and Kashmir (district portal), and the Katra expressway is planned toward it. Gateway towns can hold demand, but we found no price series.
Safe-category groundwater
CGWB's 2013 data put every Pathankot block in the safe category, unlike most of Punjab, where 115 of 153 assessment units are over-exploited (CGWB, December 2024). That is a real advantage for irrigated farming, if it still holds.
Hill-edge farmhouse appeal, with rules
Farmhouse plans on foothill land run into the Preservation Act and the Forest Act wherever land is notified. A parcel with a written forest-department position is easier to defend than one without.
Defence presence, with limits
Pathankot Airport sits inside an air force station (district portal), and the Defence Ministry's 2011 interim instructions let a Station Commander object to construction near defence establishments. We found no demand data, so we cannot say whether the presence supports local buying.
A market that rewards paperwork
With forest, CLU, flood, defence and collector-rate questions all parcel-specific, a buyer who documents each question is better placed than one relying on a broker.
Confirm CLU, acquisition, flood and Collector-rate status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Pathankot
Read these before shortlisting in Pathankot specifically.
Preservation Act and forest status
Land under a PLPA section 4 order is treated as forest land (Supreme Court, July 2022). The state survey covered 8,599 hectares here. Get the forest department's written position on the khasra number.
No sourced price
We found no sourced Pathankot price, and listing asks were scattered six-fold. Collect registered deeds before relying on any figure.
Flood and rivulet exposure
The August 2025 floods affected 82 villages by 2 September (Sphere India, from media sources). Foothill rivulets and the Ravi can flood quickly; check history and distance to channels.
Defence and airport limits
The 2011 Defence Ministry interim instructions allow objections within 100 metres (500 metres for buildings of more than four storeys) of defence establishments. Ask for the position in writing.
Border-fence uncertainty
A relocation survey has started and no outcome is known. Do not price land on the assumption that the fence will move.
Conflicting district figures
The district portal gives 462 villages on one page and 532 on another. Confirm village details on the fard.
CLU and unauthorised colonies
Farmhouse-ready labels do not prove CLU. Ask for the CLU order and for NOC and layout approval on any plot.
No crop table
We found no Pathankot crop-area table, so we cannot estimate yield. Ask local farmers and the Chief Agriculture Officer.
Who to contact
Local revenue, planning & development offices
Mutation and revenue-record matters go through the Tehsildar of the relevant sub-division (Pathankot, Dhar Kalan). CLU and layout approval go through the planning authority, forest status through the Divisional Forest Officer, and sale-deed registration is handled by the local Sub-Registrar, who also gives the collector rate. The district administration site is pathankot.nic.in. Ownership and area are checked in the jamabandi (fard), and the state launched an Easy Jamabandi portal in June 2025 (The Tribune). We opened no Revenue Department rate page.

What does agricultural land cost in Pathankot?
We publish no per-acre price. Listing-site asks span a six-fold range and could not be traced to registered sales. The Tribune named Pathankot among 12 districts with collector-rate rises of 5% to 50% by August 2025; ask the Sub-Registrar for the village rate and nearby registered deeds.
02 of 04
Does the Punjab Land Preservation Act apply in Pathankot?
The Forest Department's 2022 drone survey covered 8,599 hectares of PLPA land in Pathankot. Since the Supreme Court's July 2022 ruling in Narinder Singh v. Divesh Bhutani, land under a section 4 order is treated as forest land, so ask the Divisional Forest Officer in writing whether your khasra number is covered.

Did the 2025 floods affect Pathankot?
Yes. The Ravi flooded parts of the district in late August 2025 after two gates of the Madhopur headworks gave way on 26-27 August, and a Sphere India situation report of 2 September counted 82 villages and 15,053 people affected, compiled from media and other sources. Check each parcel's flood and rivulet history.

Who can buy agricultural land in Pathankot?
An Indian citizen can, on the Act text we read: the Punjab Land Reforms Act, 1972 sets a holding ceiling (7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land, 20.5 hectares of barani land) but no residence bar. NRIs and OCIs cannot buy agricultural land under the RBI's FEMA Master Direction. Confirm any exemption with a Punjab revenue lawyer.
